University Ombudsperson


University of the Pacific is committed to the just and fair treatment of students, faculty and staff. In keeping with this commitment, the University joined with the Academic Council and the Staff Advisory Council to create and staff The Ombudsperson position. Pacific established the Ombuds position on January 1, 2015 in an effort to improve the quality of "work-life" on all three campuses. To better support this goal, the Ombuds will provide confidential,impartial, independent and informal conflict resolution to all faculty staff and student employees on all three Pacific campuses.

What is an Ombudsperson?

According to the International Ombudsman Association (IOA),

"The primary duties of an organizational ombudsman are (1) to work with individuals and groups in an organization to explore and assist them in determining options to help resolve conflicts, problematic issues or concerns, and (2) to bring systemic concerns to the attention of the organization for resolution" (2015). There are many variations to the ombudsman title and function. The term "ombudsman" is Swedish and is translated as "representative." The University of the Pacific ombuds is an organizational ombudsperson and may be referred to as the "ombudsperson" or "ombuds."

Hector Escalante is Pacific's inaugural Ombudsperson. Hector began his career with Pacific as an adjunct professor. He then moved on to be the Learning and Development Program Manager, where he designed, developed and implemented a variety of professional development courses and programs, including courses in conflict management. Escalante earned an associate degree in English at San Joaquin Delta Junior College while serving as a sergeant in the U.S. Marine Corps Reserves. He transferred to Pacific for his bachelor's degree in English with a Spanish emphasis. He graduated Summa Cum Laude, and was named the Outstanding Graduating Senior. He went on to earn a masters of fine arts with an emphasis in creative nonfiction from National University and a master's in curriculum and instruction from Pacific. Escalante also earned his Ed.D. in curriculum and instruction at Pacific. His dissertation investigated abrasive conduct in higher education and the role of the ombuds.
