Absent: Daniel Bender, Janice Johnson

Staff Present: Malik Rahman, Robert Brodnick

Guests: Peggy Kay, Greg Mathes, Robert Henderson, Rod Cook, Scott Christensen

Call to Order: 1:08pm

Minutes: Minutes from the February 3, 2011 meeting were approved.

IPC Open Budget Forum: Brodnick briefly discussed the outcome of the IPC Budget Forum and mentioned that Chairman Francois Rose did an amazing job presenting the material to the campus. There weren't any suggestions just questions and what was recommended for IT funding included Classroom Technology, OIT Mandatory, Video Conferencing, and Document Management.

ISPC/IPC Process: Rahman discussed his perception of how the process of prioritization works for ISPC. He asked how ideas and needs make their way to ISPC and the committee clarified that the process has changed over the past few years and that the membership allows for a communication infrastructure, but not entirely. Hetrick mentioned that there could be more of an academic voice on the ISPC committee.

Rahman mentioned that there seems to be a need to define what the ISPC is and what they do and effectively communicate it to the community and the university. The committee needs to have better information at their disposal to make recommendation and decisions.

Lackey mentioned that the faculty handbook has become the location for the Board of Regents policies and that there needs to be a better way of looking at administrative policies. The committee doesn't have a clear distinction of what are the things at the policy level and what were the things at the technical level.

Rahman asked the committee if they could clarify what the ISPC's mission, purpose and process of interaction around campus, by this summer. Lackey responded that the ISPC could meet with the TEC and units to discuss their needs and their ideas of an effective process.
