Call to Order: 2:06 p.m.

Minutes: Minutes of September 27th approved with minor revisions.
Reports and Current Agenda Items:
IPC Schedule Revision
The meeting schedule encourages budgetary issues addressed earlier in the year and get the annual budget recommendation drafted in enough time to inform the December Regents Finance Committee. Gilbertson advised the committee of the probability of moving to a more aggressive 2-year fiscal calendar. Further discussion between Gilbertson and Brodnick to finalize the draft calendar submitted. This is a process that would be utilized for the next academic year (2008/09).
FY09 Preliminary Budget Framework
Report for Stockton Campus only. Recommendations for the resource allocations are made in accordance with the following strategic priorities:
Additional investments considered for academic programs:
- Strengthen Libraries with additional resources for acquisitions
- Invest in Innovation and Collaboration – Emotional Intelligence Initiatives and Pre-Law Accelerated Program
- Strengthen Curricular and Co-Curricular Programs
Additional Investments in University Distinction:
- Salary Adjustments (Merit) and Benefit Programs
- Provide for Maintenance and Operation of new and Existing Facilities
- Advance Technology in curricular, co-curricular and administrative areas
Possible Components for Spring, 2008 Bond Financing (Preliminary Estimates):
- Stockton: New Housing, Quad Sprinklers and Sigma Chi, Tech Center, Multi-Purpose Gym and Knoles Hall
- Law School: Library and Housing
- Dental: Housing and Sprinklers

Cavanaugh shared that there will be maintenance costs involved with the new University Center & Biology Building (3 acres worth) so funds should be set aside every year.
Debt ratios services were discussed and all noted that the University borrows much less than other comparable universities. Other debt ratios validate the financial strength of Pacific. Cavanaugh will send the report to Nadine to distribute to committee members prior to next meeting.
Major IT Issues FY09 and Beyond
Frederick reviewed the report dated August 16, 2007 briefly to the group. ISPC met with all units and their technology needs and restructured the overall needs for Pacific. It is formulating a summary of budget priorities for the coming fiscal year based on the President’s new Pacific Rising priorities for the coming year.
Categories are:
- Fundamental Priorities – mandatory to maintain infrastructure.
- Strategic Initiatives – Advanced Reporting FY09, Document Management FY10, Institutional Calendaring FY11.
- Tactical Initiatives – Other smaller specific projects.
