Copies of the previous week's minutes, a summary of budget items currently under discussion, and a tentative schedule for FY 2004 budget development were distributed.

The meeting was convened by Acting Chair Cavanaugh. Cavanaugh announced that Chair Gilbertson would be present but would leave for another meeting immediately after the Vision Book presentation.

Provost's Report
Gilbertson confirmed that supplemental funding for the Law School conversion to the Banner financial aid module is a mandatory FY04 expenditure.

Vision Book
Meer introduced Sharon Hudson, Interim Executive Director of Marketing and University Relations. Hudson distributed copies of a mock-up of the Vision Book and an outline summary of themes to be featured in the publication and invited discussion and comments. The Vision Book will be used in connection with the capital campaign but is not exclusively a campaign piece. Members wishing to offer additional comments or suggestions were asked to contact Hudson by noon on Friday, January 24.

Minutes
Minutes of the January 15 meeting were reviewed and approved. A summary of those detailed minutes will appear on the Web site.

Budget Development
Cavanaugh indicated that he and Perro are refining the current budget and preparing an updated FY04 projection for presentation at the next meeting. He suggested that by next week it may be possible to draft a letter to the University community describing the Committee's budget recommendations and soliciting input; he also suggested that a "town hall" meeting or meetings on the budget be scheduled in early February.

Cavanaugh identified several necessary updates to the preliminary budget presented to IPC December 18. The ensuing discussion encompassed budget and enrollment issues and led to further exchange of views re: the role and functions of IPC.
