Special Guests: George Carman, Associate Professor, School of Engineering and Computer Science

Minutes: Minutes of the June 20 meeting were reviewed and approved.

Standing Reports:

Brodnick distributed and reviewed the 2006-07 IPC meeting schedule with the Committee. Meetings are scheduled every other Tuesday from 2-4pm. Adjustments will be made as conflicts arise.

Regarding the potential expansion of Ph.D. programs here at Pacific, Gilbertson requested a follow-up with a definitive report in the coming weeks.

Current Agenda Items:

Planning and Budget Guidelines

A brief overview of the planning guidelines was presented by Brodnick. The following are the assumptions that will develop the University budget for FY 2008 and 2009:

1. Enrollment
2. Tuition and Fees
3. Gift Income
4. Unit Operating Budgets
5. Endowment
6. Operating Reserve
7. Faculty and Staff Compensation
8. Facilities
9. Debt Capacity

After continued discussion, minor editions, and input from other committee members, another draft will be shared on 9/5.

Draft #4 of PR15

Brodnick presented a summation of the steps that lead to Draft #4 of the Pacific Rising document. The Committee then had an open discussion and made adjustments to the Draft which will now be presented to the University via community meetings beginning September 5 and continuing through September 14. At the conclusion of these meetings, Draft #5 will be prepared.

Bioinformatics Initiative CVT

The Bioinformatics Initiative presented by Carman consists of the following proposals:

A Bioinformatics curriculum
• An Engineering Biology laboratory
• A collaborative, interdisciplinary research program

The curriculum would integrate with Biology, Mathematics, and Chemistry and would lead to a BS in Computer Science with an emphasis in Bioinformatics.

International Development & Social Entrepreneurship CVTs

Ensign presented the initiative of a proposed graduate program to establish M.S. and Ph.D. degrees in International Development. "It is exploding around the world", says Ensign. Classes would be taught at off campus locations as well as here on campus beginning August 2007.

Along with the above initiative is the proposal for a Global Center for Social Entrepreneurship. The Center will position the university at the forefront of the newly emerging field of Social Entrepreneurship. Activities for the Center include:

1. Design and develop a curriculum in Social Entrepreneurship
2. Serve as an entity for receiving/managing grants and contracts
3. Develop direct links with related Pacific initiatives such as The Jacoby Center, The Business School, and Inter-American CVTs
4. Establish domestic and international experiential learning opportunities for Pacific students
5. Host regional-global forums on Social Entrepreneurship
6. Forge regional-global working partnerships to advance social enterprise initiatives
7. Incorporate an activist social entrepreneurship organization within the University campus
8. Publish studies, monographs, reports, and research on the latest developments in Social Entrepreneurship

Ensign says the demand is there from the students, faculty, alumni, and the community.
