The Office of the General Counsel (OGC) provides legal services to the University of the Pacific (UOP) and each of its colleges and schools. The purpose of this website is to:

  • introduce the legal team, and
  • inform the UOP community about legal services available to them.

Our Mission

Kevin Mills

General Counsel
209.932.3014

The mission of the OGC is to provide specialized legal advice to meet the diverse needs of a comprehensive University so that informed decisions can be made in the best interests of the institution. Our team of attorneys and support staff work closely together to provide and ensure responsive, timely and accurate legal advice and counsel to our Board of Trustees, the President, senior management, university administrators, faculty and professional staff who are acting on behalf of the University in achieving the University’s goals and initiatives.

In all matters, the OGC strives to provide good sound advice, supporting the entrepreneurial initiatives of the administration and faculty while reducing the potential for unwelcome risks and expense, and doing so quickly, efficiently, and effectively.

The OGC also aims to provide excellent service and practical advice to our faculty, management, trustees and staff who work on a daily basis for the benefit of our students and our local and global communities through all of the programs and services offered at UOP. Unlike any other unit at the University, the OGC must consider not only the objectives of the department to which we are providing legal advice, but the objectives of every other department, college and school that might be affected, as well as the overall objectives of the University as a whole. To ensure that we provide well-informed advice, our attorneys and staff are actively engaged in the life of our clients at all levels.

Legal Services

In order to effectively counsel the University, each attorney in the Office of the General Counsel (OGC) not only possesses knowledge in a broad range of legal areas but also specializes in specific areas of law. Working under this model, the OGC has the ability to identify and assess legal issues affecting the University and providing sound advice based on up-to-date legal expertise.

If you need assistance in seeking legal advice or would like to be directed to the appropriate attorney, please contact us.
